Okay, well done on the budget. However, this is a very expensive Flash based game.

To fund this, you will need a sponsor for advertising perhaps, or a partner where your game will bring something to their site/business.

How will you distribute it? Is it web based? What is the end cost of the games? How will you protect it from being deassembled (flash decomplers are popular).

Perhaps you could trim the budget by economizing on tools like Reason - Garageband is free and very good.

You could also revise your staff costs. For example, you will not need a photographer for the entire development time, not will you need two designers. Even three programmers will get bored. Flash is a rapid development system and your game does not have multiplayer nor another tricky features.

I suggest that you more than half your staffing costs.
